Given that Black families’ homeownership rates are historically lower than their peers in the past, a faster increase in the number of Black homebuyers relative to other buyers could indicate an improving homeownership rate. The researchers analyzed nearly 10 million home loans and found that Black and Latinx borrowers are still being charged more, even after controlling for risk. That means Black and Latinx homebuyers with the same credit score and percent down payment as white homebuyers are still paying more for their loans, despite posing no additional risk to the lender — which amounts to illegal discrimination, based on past court rulings. A third barrier to homeownership that disproportionately affects Black borrowers is mortgage insurance, which is typically required if a borrower makes a down payment that is less than 20% of the loan amount. In fact, 9 in 10 Black homebuyers pay for mortgage insurance compared to only 6 in 10 white homebuyers. And insurance is just another way the financial system accounts for risk — the cost of which is passed on to the "risky" homebuyer.
Many homeowners in the area sought help from the Fair Housing Council of Riverside County, where Rose Mayes is the executive director. "I had to create a whole new department" because of the high demand for this kind of help, she says. "They didn't know what to do. ... people who thought they had done the right thing for the right reasons and it didn't happen that way." So, in April 2006, the couple zeroed in on a four-bedroom house with a three-car garage in the city of Fontana in the Inland Empire. Their philosophy was, "don't move, improve." That's a phrase Ross says Black people hear a lot.

Figure 1 shows that the growth in Black homebuyers shared similar rates with non-Black homebuyers in recent years, with an exception in the spring of 2021. Between October 2018 and January 2020, the number of Black homebuyers grew by an average of 4.6% YOY while non-Black homebuyers increased at an average of 4.4% YOY. Similar year-over-year growth rates were also seen throughout the first year of the pandemic.
Drivers of the racial wealth gap include family financial support, unemployment, college-educated status, and household income, but the primary driver is homeownership. The U.S. Census Bureau reported that, as of December 31, 2020, the rate of African-American homeownership is 44.1 percent, whereas the rate of White homeownership is 74.5 percent. At all income ranges, even at incomes above $100,000, homeownership rates are lower for African-American households than for White households.
Prior to the global financial crisis, Fannie and Freddie used risk-based pricing to a limited degree, but they generally enabled a broad spectrum of borrowers to access fairly similar rates on their loans. But in response to the crisis, the mortgage giants got more aggressive with risk-based pricing — which disparately affects borrowers with less wealth and lower credit scores. Alston has built his lending practice on the hope of expanding access to homeownership for Black Americans.
This pattern has played out in cities all across America — affecting communities of color most.
